The ultimate answer here might be the team that's best at putting together a three-way that satisfies Portland. As you said, Miami might not have the pieces, either.

Just when you think it's safe to trust Morey again, he goes and signs a short, unathletic certified whackjob of a PG in Patrick Beverley.
Beverley is out of control, has no discipline and will do something stupid and selfish at crucial points of the game, including drawing technicals.
Not a fan of this move. He's an overrated defender. Just more of Morey's Rockets obsession. I'm over it. I'm just so over it.

Clippers keeping Westbrook means likely not trading for Harden, I believe. I can't see them pairing Harden and Westbrook.

At least in this instance, I don't think Morey is wrong. He can't just dump Harden for any old return. It can't be just about expiring contracts because then he's forfeiting the season.
He needs to hold out for something substantial and if not, he makes Harden play the season or lose a part of his $36m. Then they have Harris, Harden, Beverley and any other FA deals expiring.
Then they try to go all in with 2 max deals.
