Dombrowski was playing it close to the vest this week in an interview.
He seems cautiously optimistic about Harper at 1B, and thus Schwarber to DH.

But he also said, they'll know FOR SURE whether Harper can play 1B prior to the deadline and act accordingly. Not sure what that would entail, but they do seem to recognize how high Schwarber is on the list of problems
